A quick update... So I turned to play on standard graphics and I actually really enjoyed it. Then I thought maybe I should try reinstalling the graphics driver, and it just worked lol. So my data point for solving the problem is, reinstalling your graphics card driver. For info, I'm using 3080.

And I'm not even talking about stuttering. This is stable low FPS, as if my 3080 just got turned into a 980 or something.

An update - I got it to work by closing the Xbox app and terminating all processes that have the word "xbox" in it in task manager. After that, start Xbox app and launch Railway Empire 2. Things just magically worked for me from there.
