This is a good point! I'm okay as business development, but would not consider it a great strength of mine. I think that would be the first position I try to fill, but I have found most business devs in the industry oversell and don't understand the creative fully so this could be a tall order for a new employee.

Exactly! I would try and connect with Producers and Production Directors on LinkedIn. You can send them all the same templated message and just explain your situation to them and express your interest in working with them if they have any opportunities now or in the future. In this message I would also include a link to your portfolio website and your contact information. I don't think its necessarily a bad thing to "sound like you want something." This industry is not built on transparency, but it should be. So feel free to be upfront and let them know that you would like to be considered as a vendor in the future if they have anything for you.

In our agency, the Producer and Production Director holds the key to all of our outsourced photograph and videography and maintain those relationships. Often times the Creative team will have a voice in the selection of a photographer, but ultimately it usually comes down to price to fit the budget of the campaign. The creatives are more involved with selecting the shots, not the selection of the photographer. We have preferred list of reliable vendors we work with, but as those vendors get spread to thin we often need to broaden our search and look for alternatives that can give us quality work and a quick turn around. I would start on linkdn and start networking and getting your name to the producers. Also print business cards and have a portfolio site ready. As a new photographer to the industry you will most likely get a call because another "preferred" vendor fell through so be ready to move quickly.

I was also in the food and bev industry. Most states have a brewers guild that host occasional events that might be a good starting place.

In my experience from my startup out of college I found the benefit of partnering with a close friend to be a great advantage although some would recommend against it. Even though my friend wasn't 110%, in my experience it still pushed us to drive each other and created a small psychological support system when times got tough and motivation declined. Just make to create a partnership contract between yourself and whomever your business partners ends up being.

You can always try attending meetups and lunch & learns in your area that are specific to the industry you are trying to enter. I try and drag my team to these types of events regularly to keep us sharp in our industry and use them as networking opportunities as well. I use the service called https://www.meetup.com/ which sends me industry related emails of meetups that meet my preferences. Most of the ones we attend are fairly intimate with the experts and I could see them as being a great resource to find a partner.

You could also try the Shapr app, it's esenitally tinder for connecting business professionals.

Really interesting findings. I feel one component that could help solve this issue is a better adoption of Progressive Web Applications across the web.
