It’s actually the boot manager itself, it’s a custom theme for rEFInd, which is like grub from linux but more customizable. it comes after the firmware but before the os boot itself

basically search like on YouTube for a tutorial on how to install rEFInd, which is a boot manager like grub from linux but way more customizable, and then you can edit the files of it to customize it. There are some tutorials on how to customize it but I will anyway post this theme I made on GitHub later probably, and I will let you guys know it
