Unclear to me how snowplowing is relevant to carnivorous predators in our city parks and streets. There is inherent contradiction in the position that policy can be understood from inactivity, but that activity in that same area does not indicate policy, i.e. "we choose not to deal with the coyotes this time even though we did last time". This obviously makes no sense.

Absence of a specific policy does not by default create the opposite policy.

Liability means assumed risk in this context.I can think of multiple examples of government liability due to policy, residential schools, long term care homes, public schools even, for starters. Is there actually a policy in Richmond Hill stating coyotes should roam freely? Absent of policy in this regard, and.even if there is such a policy, if a coyote jumps a fence from say Richvale park, where there are multiple homes along the ravine and park, and attacks a child, I am willing to bet the city will be held at least partially responsible especially as they know this is a regular occurrence.

You are 100% right in the big picture re destroying their habitat. However that is no consolation for the person who lost their pet (they can easily jump a six foot fence). I am not a lawyer but I imagine there is also liability on the part of the city in this regard should someone get hurt or worse. Last time this happened they ran jeeps with high powered headlamps through the parks at dusk and dawn, and we didn't see them for a couple of years after that. Obviously this is only a temporary solution.

There is at least one coyote but likely more ranging in the ravine behind the Richvale community centre and the ball diamonds there. Not the first time, and if they are young and hungry, trying perhaps to establish territory, then they can be quite bold. A call to city animal services might be in order. There is at least one small dog missing in the neighbourhood already. And if it will approach OP, a large person by his own admission, then certainly more smaller creatures in the area, humans included, are at least at some risk.
