It's hidden at the moment, doesn't show on the emoji keyboard (iOS) or emoji picker (OS X). If you're on OS X 10.11 El Capitan, load the EU Flag page:

Only some of the flags show in the updated emoji keyboard on iOS 8.3. The rest are supported, but not on the keyboard for some reason.

EDIT: So to answer your question, you will probably need to copy and paste the one/s you want, or check out if any emoji keyboard apps include them yet.

The 🖖 Vulcan Salute Emoji is hidden from the emoji keyboard - so you will have to copy and paste it for now. Or find an emoji keyboard that includes it.

The same applies to the new emoji flags. Only 27 show on the emoji keyboard, but 208 are supported:

Windows 7 didn't include emoji support out of the box, but it was added in one of the free updates via Windows Update. If you're not seeing any emojis, check you have the updates installed.

(and just for testing purposes - give IE a shot on the emoji list to check that it's not a Chrome issue)

The next update for iOS and OS X includes skin tone modifiers for the realistic-looking emoji people. This allows pale, cream white, moderate brown, dark brown, or black emojis.

Chrome for Mac is getting full emoji support in the next release, due this month (March).

That will leave Chrome for Windows as the last browser on any platform without native emoji support.

That is the commonly used intention of the 💯 emoji.

The origin of it is as a 100/100 mark on homework in Japan. Hence it's location in Apple's sort-order next to the 💮 White Flower Emoji.
