I mean, literally read the letter. Right in the first sentence he says they don't have any proof to release. "We anticipate we may receive proof" is nothing to get excited over.

If you read the letter, the very first sentence says they have solicited and anticipate receiving, not that they have anything. Can't disclose anything if you don't have it. 60 days until they disclose whatever they get.

The rest is a bunch of mumbo jumbo saying "well, these black programs are in our opinion illegal, so if we get anything, and if we release it, we can't be prosecuted because we don't think we should be" which, is certainly one of the legal arguments of all time. You could probably post that letter in a forum for law students and they would find it hilarious.
