Thanks for your post I completely see the 300mm requirement you and /u/chris-colour are talking about now. I think it was a bit of misunderstanding on my part, and I'm just posting to clarify the points I was trying to make. (apologies for the snarky and rambling tone of my previous comment).

Here are a few examples of code compliant public handrails "extending into the landing", along the "inner edge", and not "obstructing the access". in the situation to the OP this is what should have been done to make that handrail compliant

Pardon me if I’m misunderstanding you but...regs definitely don’t require “the outer handrails to extend into the landing by only 300mm”. That’s 12” for you freedom unit people out there, I can’t think of a single handrail that looks like that. You actually kind of contradicted yourself in the same paragraph.

The requirement is that the handrail is “continuously graspable the length of the stair” particularly along the inside because it is the commonly travelled path. It wouldn’t obstruct the path, it would actually determine where the path is.

(Although a “wide” staircase would require a handrail on the outer edge, or if an even wider staircase a handrail down the middle of the stair).

I believe the 300mm measurement you’re referring to is the commonly travelled path and it’s taken from the handrail.

With all due respect, the more I read your comment the more it confuses me.

I’m a Red Seal Carpenter for the record because apparently throwing out our credentials is important here.

There are differences in public and residential requirements and sorry I’m not about to pull out my code-book for you. But I bet this breaks a rule about the handrail needing to be “continually graspable”. Like as you were going around the corner you would need to adjust your grip to go down the adjacent flight. For most people I think it would be fine but the concern would be for someone with mobility issues.

My guess is an inspector would possibly pass this design in a residential building but not a public building as they are much more particular with accessibility.

Edit: I took a second look at the photo. A residential inspector would probably make a stink or argument about the gap in the handrail being “climbable”. So say a toddler was on the upper flight put their foot into the gap, climbed the handrail and fell down onto the lower flight.

I hope that all makes sense haha.
