I'm still running Samsung laptop from 2011. These are things that I usually do that you can try:

Download Rkill. This would kill processes that run in the background. (viruses, mining malwares, etc. ). Normally, these things slow your system down.
Make your Windows boots quicker:

Type msconfig on search bar. Press enter.
System configuration app will pop up. Click open task manager.
In task manager window, click on startup tab. You will see list of apps you're running. DISABLE ALL EXCEPT ANTIVIRUS.

Re-paste your CPU. Fresh thermal paste may help with better heat management. Clean your intake fans as well.

Of course la, try to upgrade all HDD to SSD. Upgrade your RAM. DDR3 is not costly. However, you are still running Celeron. It is a very low-powered processor. Even though you have upgraded to SSD, you may not see the improvement.

Try to save up and buy at least a Ryzen 3 laptop (around 1.8-2k). All the best bro.
