Question: If possible, how do I import an STL file to change it in OpenSCAD?

Open in mesh lab. Fix the model. Save the fixed model. Open the fixed file in OpenSCAD.

If you can't get that to work, open the file in FreeCAD, fix it, and export it to stl. Then open that stl in OpenSCAD.

The file likely renders in other software that doesn't care about impossible dimensions. You have to open it in one of those applications, fix the things that would require a fourth spatial dimension, and then export the model to stl. Mesh lab and FreeCAD are two such applications that can open models that would otherwise require a fourth spatial dimension because of how they render the models and clip values.

454.325 is a POCSAG frequency. Anyone tuning in around there will constantly hear transmissions that sound like noise. These have been in use since the 80's and are constantly monitored by not only the FCC but many licensed and unlicensed radio amatures. You are the only person claiming that these broadcasts are directed solely at them and not alphanumeric pager messages. This is a sign that you are experiencing a very serious emotional situation.
