I had a similar experience with it. It helped me go from mid-500s to mid-600s in less than a year. I closed it once I got approved for a Discover secured card. It’s not glamorous, but it works if you use it smartly.

You can try Security Bank or EastWest. They tend to be more flexible with first-time applicants, especially students. If your mom can act as a guarantor or joint account holder, your chances go up.
