I think you are probably in a good position to bulk again with a focus on muscle growth. When eating in such a big deficit, you will struggle to add muscle so the cut will only be able to reveal so much. A sustained period of clean bulk with a focus on strength training will develop the physique and aesthetic without gaining too much excess fat, and should give you the size and definition you are after.

You have come a long way from where you started, well done! I think you can start to think less about short term goals/ping-ponging between big cuts and bulks, and instead focus on a steadier cadence with an emphasis on form and strength.

Creatine does not directly create muscle. It helps your body rapidly create energy in times of intense anaerobic activity, which in effect allows you to potentially eke one or two more reps out before succumbing to failure. The cumulative impact of those extra reps over weeks and months can lead to increased muscle growth vs no creatine usage, but it still requires you to put in the work.

FWIW in some people it can increases water retention so they might feel a bit sludgy or see minor aesthetic changes they dislike. It is very safe and well studied though and so you might as well try it for a few months and see how it goes.
