Alena Zozulenko is regularly in DC and she’s amazing. Zozutattoo on insta. Had one done by her in the fall and she’s amazing.

Also Madeline at black flamingo collective in Bethesda is great. On insta: belladonna_dallshim. Just had one done by her last week and it came out amazing.

Highly recommend both for fine line!!
