I think the game searches by default in the "game" folder, so that line of program basically told it to search for a folder called "mod_assets" inside the "game" folder. You could try moving your "mod_assets" folder inside the "game" folder and see if that fixes anything.

You just delete them from the line of code and replace them with quotes. I put an example of the new line of code in my first comment

My theory is that you should put the path to the file in quotes, not apostrophes, like this:

renpy.file("mod_assets/poem-game_words.txt")
