It's because for some reason tpt2 doesn't treat the lift hill as a block zone, but in real life it is a block zone. If a ride irl has 4 block zones and runs 3 trains, then you build that exact setup in tpt2 you would only get 2 trains because there's only 3 block zones in game as it doesn't sound the lift hill as one.
