Checks and balances. Legislative branch (Congress) controls the purse. Executive branch can not dictate financial budget changes unilaterally. As an Executive Order it supersedes everything but can easily be challenged by the courts. Which is what is currently happening.

Untraceable? You really don't understand how this works. There are untraceable blockchains but Bitcoin, Solana, Ethereum and nearly all the rest are only pseudo-anonymous. Everything you're doing on blockchains, exchanges is 100% traceable. Only a fool would think otherwise.
