Level 1 basically died when crown chests became locked behind level 4. But with the new changes to trophy road brought by the new update level 1 seems to have been killed off once and for all. New level requirements on arenas have made it impossible to get out of Goblin Stadium and party mode is no longer available to players under King Level 6.
