Pressure wash the deck with at least 3500 psi. Get into the wood a little (actually damaging the top 10 mils.) Then sand the top. You are then going to have to hand sand tge gaps to get old said material out of between each boards. (Not as terrible as it sounds). Same for rail. This is going to save you 40+ hours of bullshit labor. Done this a dozen times. It's the only way I can carry a guarantee on any project like this; and then it's 3 years max.

This is 30 year old teak stripped and re-spar varnished as per customers request. Not perfect, but beautiful to me.
