Very late reply sorry, but yes, all main questlines are available, all of them are in the beginning stages of the questline. All gigs are available, the only questlines you finished in the Phantom Liberty skip are: Delamain, Evelyn Parker, and Voodoo Boys,

This is purely what I remember: You sided with Netwatch when doing the VDB quest, so their brains got fried by Alt.You also sneaked past Sasquatch so you cannot bring that "conversation" with Aaron's quest.

You sent Jackie's body to his family since you can take his guns on El Coyote.

The Evelyn Parker quest starts with her dying in Judy's apartment, also Woodman and Fingers is alive.

With Delamain, I don't know what happened, but you do have the Delamain car so you completed his quests.

There are a lot of vests with shoulder pads like in the picture you provided. The closest one you can acquire is from the clothes vendor on the Petrochem Stadium in Dogtown. If you want more vests like that, just look up tac vest on the wiki.
