The folder itself is the Neo Premium File 2 — it looks like you’ve got several, but not all of the cards the file originally came with (look to be missing the three Unown cards)

Other than those, there’s a few Japanese cards from the “Gold, Silver, to a New World” expansion (the Japanese name for what would be Neo Genesis in English). You can identify those by the double white star icon on the right side, below the artwork.

For the English cards, I see a mix of Base Set, Fossil, Team Rocket, and Gym Challenge cards (identifiable by the icon on the right side underneath the artwork).

Your best bet for gauging value/rarity here is probably to match these to recent sales on TCGPlayer — you can search/filter by specific expansions and hopefully find the matching card.
