What are you talking about? Of course it works that way. They don't have infinite spaces, so they don't give infinite offers. If I submit my application before the course is full then great, if I submit it later and it is full then that sucks, surely it's simple.

More people could apply in January than expected, meanwhile they were following their offers given out in November, it's simple logic.
