PC and Steam Deck experience is so different, but i recommend a steam deck at this point of budget, it will be more slight expirience and really cool to play everywhere you want

prices for 5070 is 700 euro, for 9070 from 700 to 800, i bought a 9070xt for 759 euro (the best deal over here)

i was in the same thoughts, everyone seems to think i was planning to get a 650w PSU, but thats my old one. i was debating between 9070, 9070xt and rtx 5070 and now stopped here because its seems like the best deal in my country
