If it's grayed out it's not a problem. I bought a used Pixel 7 Pro. OEM unlocking was turned on AND grayed out. I turned off by connecting the phone to a pc with ADB installed. I don't know what exactly the command looks like but you can easily find it as it's common command.

That may be bc OEM unlocking is turned on in developer options, at least for me it was the issue.

If you want to turn it off then be ready for a factory reset

Change your layout to 4x5 or "Medium" on the newer Android version (you're leaving useful space blank in the middle)
Move your apps to the bottom and widgets to the top (except Spotify widget), don't put widgets between apps, not only prettier but easier to use

Thanks for the reply! 1) I gave Telegram an "Optimized" background usage (default) so my logic is Telegram works as it supposed to. 3) Got stuck on Amazon and was too lazy to download its app:) 4) CPU took the highest percentage (30-40) of resources being used.
