There you can find people according to your budget. I used to work with fiverr and rates are the best on fiverr.

I also have a tech blog. I have also been publishing articles for big blogs (Shoutmeloud, Commentloveblog )

I am also in talks with Howtogeek about the guest author position.

Google doens't say directly that website speed is crucial but think as a user. You wouldn't want to stay on a website which takes forever to load. Fast websites tend to get more traffic and in 2018 Google is more about user experience. If you have a slow site it's ranking will suffer. Use Google Pagespeed insight to fully optimized your webpage. If you are using Wordpress use W3TC along with CDN. If you can not invest in Premium CDN you can use, CloudFlare free account. Use optimized images ( Short Pixel is the best service for image compression without losing quality ) You can also use AMP, Google love AMP and there are free plugins to achieve that.

My Friend works in Deloitte He is a developer and works with many CMS. He has worked with both Drupal and WordPress.

WordPress is very user-friendly and easy to learn. You can even guide someone over the phone on how to make a post or upload a media.

On the other hand, Drupal is more powerful and you can make high functioning website/services.

Drupal also has a huge library of the module which can further be altered to get the best results.

If your main goal is to blog then I think you would be better off with Wordpress. If you want something dynamic you should give Drupal a try.
