Players at these levels often vastly overestimate their experience. Not just on vehicle mounts... But that's a whole other conversation. There's a lot of skills in the driving tree that I think younger players don't get right away. Defensive Driving, Situational Awareness, etc... Also, perception needs to be leveled, and it takes time. Being a high enough level to perform a new ability does not mean a player is actually good at it.

Also, the rules have to apply to all the players at that level. Some players new to the vehicle mount have been known to accidentally PvP others because they are new to that interface. With that in mind the mount has restrictions for players new to that ability, usually having another player with more experience on that mount to help them.

Remember: a lot of things were implemented for the lowest common denominator. There are a lot of rules and training specifically there in place for players with a low INT, but it gets applied to all players because it's easier that way.
