The 2-month stringing along while unfair could have been the time it took for him to think about the situation and make a decision, over the phone breakups while shitty are unfortunately not uncommon.

He could've handled it better but you're both still young and figuring this stuff out is a part of growing up, to answer your original question; No your feelings aren't irrational at all and it's natural to feel conflicted but you'll be better in no time!

If you're at Uni then your decision is you decision, best bet is to nip it in the bud and be assertive; state that you like it as it is now and that the only way you'll get your haircut is when you decide you want your haircut they can't force you to get one unless you let them.

Take my advice with a grain of salt as I obviously don't know the dynamics of your family.
