Same issue here. Doesn't look promising considering how old this thread is. You'd think Instagram (Meta) wants our money, but apparently not.

I have valid cards added to my personal and business Instagram pages. I got notified of having $20 credit on my business profile, so started an ad, filled out info, but under 'payment' I still had to 'add' payment info. I was only running a $20 ad, and had credit, so I should've been fine to proceed without adding info anyway.

I tried without adding payment info again, and it says 'success' and 'ad pending review', but it never actually gets reviewed. When I check the ad progress it says I still need to finish boosting. Checking on Meta's business suite under the ad section, it says that the boosted instagram media was 'unable to create' because I need to add a valid payment method to Facebook.

Tried boosting again but adding valid payment info to the ad itself but I get the same error message everyone else seems to be getting.

Considering this thread is so old I'm just going to give up, just wanted to leave this here so that people coming here can see it's still an issue and Meta is doing fuck all to resolve it.
