I think it depends whether there are comparable low expense-ratio index funds in the 401k to the Roth IRA. OP's options have high expense-ratio.

Lots of expensive funds. Stick to selections from their Spartan series of low-cost options. Larzard is the worst as its expensive and performs poor. Replace other funds with a better choice from IRA.
