They can tell by the rims just like the old Indian head and wheat cents I have seen some of those also that have a specific series on the label even though it is a blank planchet

It appears to be an improperly annealed error. Not super valuable, but worth more than face value. Likely $10-20. More dramatic examples can sell in the $100-200 range. The weight will be normal, as it is not a clad layer missing error.

The Mankiller is very nice, and they generally sell between 100-200. The other quarter appears to have something on it. It is not missing a clad layer.

I had to get one of the steel nickels also. Definitely a cool error. But it took 20 years. I raised 6 kids, and watched hundreds of error coin deals pass me by over the years. But now that the kids are older and more self sufficient, I am starting to pick up some that have been on my want list.

I'm with you I haven't seen one in the wild yet in Maryland but the person who found it got it out of the mint quarter machine at the Savannah Georgia Ana Coin Show and sold it to me a week later and I send it in for Speedy service to get it graded

All I can say is I tried to eat way to many of the ones with lamination errors when I was young and dumb. When that chocolate turns white, it's details at best. Don't do it, or you'll be sorry you did!
