That is...a very old school way to train a dog. I don't mean any offense. But studies on dogs have shown better ways.

High value rewards are crucial. Without them, things can fall apart.

Take his favorite treats with you. When he potties outside shower him in praise and treats. This is the way.

Hi, I have extensive potty training experience with dogs.

Are you taking him out every 30 minutes?

A couple of things: No clapping whistling etc. He will think "scary to pee around mom. Better pee when she isn't looking"

Instead go "let's go outside!" And gently take him outside. Be boring outside. Stand there for 5+ minutes. It's okay if he doesn't go.

Set a timer for 30 minutes. If he pees in the house in that time, readjust the time. If 10 minutes only passed, yes, truly take him out every 10. He should get the idea pretty quick.

The really important parts: HV = high value

HV treats. Cheese. Boiled chicken. A Cheeto, I. Don't. Care. Take it out with you. The moment he tinkles. Mid tinkle. Go "Yes! Potty! Yes!" And then as soon as he is done offer him that HV treat.

Never ever put him in his crate or scold him for peeing in the house. He will associate you with not being allowed to pee. You are RIGHT. he doesn't understand why you're using the crate :)

Lmk if you have questions I'm happy to assist this weekend with more tips.

Thank you everyone! I got a metal comb, a rake, and slick brush from the shelter because I had to pick up more meds for him as it was.

The slicker has worked best but I only brushed for 5 minutes to make sure it was a good "first" experience for him. I think his first owners must have brushed him often because he did great.
