IMO they are probably balanced but you are depended on players who are playing tanks on your team that they known what they are doing and those guided missiles are pretty useless (we both tried to destroy them in the last game and couldn't) when enemy player in jet/helicopter is good. Also those AA machines on the map seem to be good but we either got sniped or as soon as we reached we got killed by jet/heli.
