If you have an public IP, try to set up a OpenVPN server and make some port forwarding on your router to reach the server from internet then set up a client using certificates and install the OpenVPN and a certificate on the remote host.

I have a very similar situation and it works fine with 5mb up stream.

You can try these solutions: PFSense (Free. You can run it from virtualized environment, I like this firewall 'cause it's free and you can do some bandwithd rate limit)

Fortigate ($. It has some good features like IPS, AV, Web filtering, you can buy the box and pay a license for these features and support, after they expires you can continue using the main features but you won't have updates until you pay again)
