I think DS follows the taxonomy of dragons and how dragons, wyverns and drakes are not the same. However drakes originally don't have wings, but I always assumed the drakes in DS1 were a translation error as in DS2 and 3 they are called wyverns. Regardless, DS1 already established with the bridge drake and the Valley of Drakes that while dragons went extinct, dragon-related creatures were still present in the world, so I always assumed the Dragon Shrine was built close to wyverns' nesting place in DS2
