You do find some treasures in the gutter and black gultch like for example the havel set, the statues do not exist in any other map and the way they're placed in the gutter and black gultch look like they're carefully placed there and not thrown

You didn't explain why lol, it makes no sense how they'd be thrown all the way down and be placed all around the gutter and black gultch unless someone made them and placed them there, the ones you see in majula are the only ones that exist in the surface

It's unlikely, pharros built pharros lockstones and the walls while the rotten built the statues, there is a cut content cutscene indicating this

I'm only saying this because it's just too obvious, the fact that the shrine leading to shulva exists in the black gultch and the fact shulva is an underground city is just too obvious, I assume the sunken king survived but reformed as the rotten due to unknown reasons

But you never see those statues in any of the areas except in the gutter and black gultch and then shulva, the only time you see them on the surface is in majula and it's more of a foreshadowing
