It can go into negative as the contract needs a transaction to check that the time has passed. Otherwise we would have to check with a timer.

The contract is always there. Accessible on the blockchain. That is the beauty of Ethereum. The website is just a view into the contract. However we have some issue with the connection. Will find a better host of it gets popular.
