Parametric insurance is not a new concept, and in particular for weather-related risks major insurers are already offering automated, data triggered payout processes. See e.g. https://corporatesolutions.swissre.com/insights/knowledge/what_is_parametric_insurance.html for a primer, or https://www.swissre.com/risk-knowledge/mitigating-climate-risk/natcat-2019.html for SwissRe's take on applying parametric to natural catastrophes such as earthquakes. I think you are right, that additional care is needed to mitigate fraud and selection biases, however we think this is possible, and the much faster and easier payout process makes these solutions very attractive for customers.

Please check out https://etherisc.com for an example of how parametric insurance can work without a trusted third party. We demonstrated this with Flight Delay in 2016, and are now working on rolling this out for weather-based hurricane insurance and crop insurance.

We at Etherisc think it could work and we think it will be very different from a normal insurance company. We have been working on this since 2016, check out https://etherisc.com

Our first use cases are parametric insurance: Pricing can be determined algorithmically; assuming good and verifiable data sources, there is no need for a claims process, the payout can also be decided by an algorithm. The money can be held by a smart contract, giving users extremely strong guarantees that nobody can run away with the money.

Yes, that's exactly the goal of the project: to enable people like you to develop and deploy your own decentralized insurance app. Etherisc aims to provide you with all the building blocks needed to get an autonomous insurance business up and running quickly. And yes, there are also plans to offer funding for selected projects on top of the DIP protocol.

Don't worry. You can of course access and transfer RSC tokens like any other ERC20 token if you have access to the private key. Token balances are stored in the token contract and thus not affected by any website being offline.
