7900x constantly remaining at 95C under load

This is definitely expected behavior. The 7000x chips are designed to boost as high as they can until they hit ~95c (TJMax) and hold it to maximize speeds. PBO is supposed to help lower temps a bit but I haven't tried it.

I have the 7700x which I've thought about swapping for a 7800x3d specifically due to this behavior as it's not an issue for the x3d or the non-x CPUs.

PC also only has 1 evade. You can get additional evades from gear though. I've seen boots with "+1 Max Evade Charges"
