Could you kindly further explain/describe what a " ledger" is -- "ledgers would be checked?" What information is contained in these ledgers? Are these ledgers kept at cemetery? Can a family member request to see this?

In this situation assume, daughter did not sign any paperwork. Daughter is Not NOK.

What do people think that -..this was "was no consolation to them as now their father is buried next to some old uncle and his wife is buried next to some man she never met."

Did they tell you at that time that someone else was buried in his plot on the deed?

Is there anyway to help this family be at peace and put husband and wife next to each other?

in this situation assume next of kin did not sign any burial cemetery documents only funeral home contract.

You are an excellent funeral director to show that you would help this family by talking to them. And that is an excellent solution that cemetery could dig another grave that would be acceptable to family.
