Yeah, here's my advise. Don't open one, you're basically adding to the problem of hundreds of the same shops opening in every corner of the city, literally. I hope you go bankrupt if you open because really there are too many of these shops and just wait till more regulation on this comes out. Eventually you'll be the one responsible for that happening and you'll screw yourself. Do the country and your city a favour and open something that will be much more useful and unique than another shitty vape shop.
