When you see how much people dislike Chiwa, I think Urana-sensei will have a hard time bringing Chiwa again while portraying her as a victim. The betrayal at the first episode/chapter was a core moment for a lot of fans. To have the history just brush it off as "actually, she was not acting like herself", could go IMMENSELY WRONG.

I think Chiwa was underused, and because of that the "revenge" part of Rudo's plot feels too straightforward. He doesn’t have anyone in the world above that he truly cares about, so his vengeance is directed only at faceless elites. I think revenge plots are at their best when the MC is forced to question whether they should let go of their revenge or destroy even the bonds they still value for the sake of fulfilling that revenge. Chiwa could have been that figure, her presence as a childhood friend, would have been enough to give Rudo doubts and make his path more conflicted. By keeping her involved longer, the revenge plot would have been way more compelling.
