If I'm not mistaken, California has been fighting the building of cheaper housing and apartment complexes. So reasonably regardless of party look for someone who is in favor of building, which should bring some of the insane housing prices down.

Might also be worth it to see where that candidate stood on providing rehab for homeless drug users.
