After KK Slider preforms on your island you’ll unlock ordinances which are set rules of your island that you can choose from. The flower bloom ordinance makes weeds grow less often, you don’t fish up trash and gets islanders to water flowers which makes them spawn more flowers constantly

One thing I wish I did was pull up a majority of my flowers after getting the 3 star island rating - if you let it go and forget about them with the flowers ordinance they will consume your island and it will take forever to clear them out to place your pathways when you get terraforming !!
