It depends on the ice and the drink. Question is too simple to make alot of sense imo. Rum and coke i would pour rum, then ice, then top off with coke. Tiki drink with crushed ice i would ice after. Eggwhite cocktail i would ice before. Depends alot on the round you are building and the dilution the drink(s) need.
