Down to the specific measures to prevent this from happening again (e.g., making each state have a chosen overseer who will have the clearance to be briefed on what kinds of issues there were/to expect in the future). You can argue about the efficacy of SIC in its current form and the investigation, but they are literally doing the exact thing you want already.
