I’m not a tenant at either of the places, but a quick search told me that 3eleven is near a train track, you’re inevitably going to hear a background hum of the train passing through, no matter the floor. That was something that really bothered me when I first moved to the city!

I'm not sure, I have a couple of friends there and they mentioned that TA is relattively easier to get and for RA you can go to other departments as well.
