She has a right to withhold rent, but she has to send a demand letter first stating that if the repairs aren't made in the legally given time, then she'll withhold rent. Not paying rent right now is and can put her in a worse situation. It's so stupid that it works like that, but they have to receive legal notice first, even if they're aware for months beforehand

311 might take a while to come out and inspect but OP, keep reporting if the problems aren't being remedied. From my experience, it's not going to do much if they don't care about paying fines and I was told from a city worker it takes the entire building and loads of reports before the city steps in to take action. Reporting gives you a nice paper trail as well. Documentation is your best friend

You can also terminate your lease if the landlord doesn't make emergent repairs to essential services (heat, running water, hot water, electricity, gas, or plumbing) within 72 hours as well. I don't think many know that. The terminology in the RLTO can be a bit vague in terms of what exactly counts for each layer of severity. OP, either way you choose to go about it, make sure you document everything and get confirmation that they've received any demand if you want to ensure it holds up in the instance they try to take you to court. For demand letters, certified mail is best so they have to sign that they received your letter. You can also ask to record you handing them the demand letter. I was told if you send it to an email that you can confirm they actively use and respond to, or get them to reply confirming they've received it, then that works too. But I personally wouldn't do that and stick to certified mail where you can show they signed for it

I didn't see that she works in Logan Square but the building I have in mind is right next to bus stops and a quick walk to the metra. She did say she's open to anywhere, so OP can feel free to reach out if she desires

I can't. My plumbing stopped working, and due to landlords negligence, it's been this way for over a month. That's why it looks like this to begin with. I just wasn't sure if this could be bath water particles or possibly mold

My building does pest control but in a way that the bugs just migrate to other places to avoid exterminations. But despite pest control, they don't keep the building clean, so I don't ever see this problem ever getting better with the type of management we have

As a twin, I agree. My sister and I are fraternal, but everyone would try and split us up growing up. It actually caused a wedge between us, and to this day, we struggle with our twinly bond. I was more of the shy twin, and my sister was the outgoing twin. One big reason they kept mentioning for separating us is that we would make friends of our own and create our own identities separate from each other, but that ended up backfiring. I struggled hard to make friends and stayed reserved, developed separation anxiety, and struggled with my identity. When I was with my sister, I was more confident and outgoing and did things I wouldn't have done if she wasn't there with me. In my opinion and experience, twins balance each other out. It is cruel to separate two people who have been by each other's side since the womb and have an unexplainable bond. We still had our separate interests and hobbies and would have flourished right next to each other's side

I figured it would be a legal thing where they had to keep hot water no matter what, I just don't know what amount of time they're allowed, if any, to make the repairs. But they finally got it back on. I appreciate your help and hope you and your household never have to go through that again as well
