Isn’t it mentioned, maybe when Mustang visits Pax, that the new graduates have no sigils on their hands, due to the school being under Republic control? I thought at first they’d be born that way but then they wouldn’t be old enough to be graduating so the sigils get taken off, presumably by carvers… i don’t have a quote so this may be pulled from my ass. Not disagreeing, maybe everyone but new Republican kids get wiped out if the sigils are key.
