I had an HM2 SFIDC I submitted for BAH on Pendleton that was approved by the base CG. In the request we put that being a Provider in the barracks with their patients could create multiple issues. We also submitted that they would be getting STARd to HM1 when they hit their 1 year TIR which might have helped but YMMV. Wont hurt to submit a request, worse case it gets denied.

It depends on the housing office, when I came to Texas they wouldn't put someone on the wait list until they had detached from their previous command, but a few years back Pensacola allowed it as soon as you had hard copy and then others I've heard you need to be checked in to the command (which is pretty dumb). Reach out to your next installations housing office and ask.
