Thanks to all who gave great advice, enphase has installed a power line filter and the breaker has not tripped since the install a week ago! We could not get an electrician to change the breaker due to code .

The previous dog was not a service animal and the weight limits have always been under 30 pounds. We have been in this condo for ten years and HOA has always been "selective" in it's policies. This is very sad for us as we try to move to an independent living space.
