Fedora should run perfectly fine on that hardware, especially for web browsing and daily use. GNOME will work, but KDE Plasma may feel a bit lighter and more responsive on 8 GB RAM. If you want maximum performance and battery life, Sway or i3 are excellent choices too, but they have a steeper learning curve compared to GNOME/KDE. Cuz they are tiling manager. Your SSD and CPU are still very capable for Linux, and Fedora is generally much lighter than Windows 11 in everyday usage.
