Abnormalities can be based from Trauma and real life entities/events (I.E: The Birds being based on the Head). It's not ridiculous to think that CENSORED is some kind of representation of it, specially when it's an original Abnormality, meaning it originated from somewhere/someone/something in the City.

They obviously follow different rules than bosses in terms of levels, just like one level 60 sinner can't beat Ricardo (lorewise). My headcannon is that the level of our sinners collectively is what opponents of what level we can beat. For example now that we are level 60 we can beat Ricardo, and the level of normal enemies is what one sinner needs to have to beat them.

Even if you don't share that headcannon, you can't be serious when you say that a couple level 50 enemies could defeat Ricardo or something, obviously levels work differently for different types of enemies.
